Emerging plans unveiled for masterplan of Fareham town centre

Fareham Borough Council is launching a public consultation on 15 November on the emerging masterplan for Fareham Town Centre, marking a major step forward in delivering the Council’s Town Centre Regeneration Strategy 2025–2035.

Residents and businesses are being invited to have their say on the proposals, which focus on transforming the Fareham Shopping Centre and surrounding area. The masterplan forms a key part of the Council’s long-term vision to make Fareham a destination of choice as a bustling, welcoming and connected town centre offering diverse shops, leisure, housing, culture and events for all.

Councillor Simon Martin, Leader of Fareham Borough Council, said:  “Another key milestone has been reached in our regeneration journey. Since purchasing the Fareham Shopping Centre in October 2023, we have been working hard to understand what local people and businesses want for the town centre and have developed an initial masterplan in response. We are now asking the community for feedback to help shape the emerging proposals. Fareham’s town centre must offer a vibrant mix of shops, services, leisure and entertainment. It will be a place where more people live, work and spend time.”

The emerging masterplan will build on the success of recent regeneration projects such as Fareham Live, creating stronger connections between West Street and the town’s leisure and cultural destinations. It proposes to deliver new public spaces, safer and more attractive routes through the town and a new civic square designed as a welcoming and inclusive place for events and community activity.

The proposals aim to rebalance the town centre’s purpose. They will condense and modernise retail space to reflect new shopping habits while creating space for up to 150 new homes, leisure uses and potential hotel accommodation.

Members of the public can view the proposals, including a model of the emerging masterplan and the partial demolition of the shopping centre, and speak to the project team at two exhibition events in Fareham Shopping Centre. These will be on:

The Council aims to develop the masterplan and present final proposals next year, with plans to submit an outline planning application in the second half of 2026.
