Council launches consultation on Draft Licensing Policy

The Council is inviting residents, businesses, and stakeholders to have their say on proposed changes to its Statement of Licensing Policy under the Licensing Act 2003. The current policy, which governs the sale of alcohol, provision of entertainment, and late-night refreshment, is due for renewal in March 2026.

The draft policy for 2026–2031 has been reviewed to incorporate updates from national guidance and to make the document clearer and more concise. While changes are minimal, the policy remains a key framework for promoting the four licensing objectives:

The consultation is running from 20 November 2025 until 14 January 2026, and residents can find out more about the proposed changes and give their views on them here: https://online1.snapsurveys.com/z1p85q

Executive Member for Health and Public Protection, Cllr Joanne Burton, said:

“Our licensing policy plays a vital role in ensuring that local venues operate responsibly while supporting a vibrant and safe night-time economy. We want to hear from residents, businesses, and partners to make sure the policy reflects the needs of our community and continues to uphold the highest standards of public safety and wellbeing.”

Chairman for the Licensing and Regulatory Affairs Committee, Cllr Pamela Bryant, said

"Licensing decisions affect everyone, from residents to visitors. This review is about keeping our licensing framework clear, fair, and responsive to changing needs, and we encourage everyone to take part."
