Keeping Homes Healthy: Have Your Say on Our Damp and Mould Policy

Fareham Borough Council is inviting residents in Council homes, to share their views on its draft Damp and Mould Policy, designed to protect tenants’ health and safety and ensure compliance with new national regulations.

The policy is an update to the Council’s current processes and follows the introduction of the Hazards in Social Housing (Prescribed Requirements) (England) Regulations 2025, commonly known as Awaab’s Law, which came into force on 27 October 2025. These regulations require social landlords to address emergency hazards, including damp and mould, within strict timeframes where they pose an immediate and significant risk of harm.

The Council has a social housing portfolio of just over 2,300 homes and already provides damp and mould corrective maintenance and repairs. The age, construction and ventilation of properties can, in some instances, factor into damp and mould issues. Fareham’s draft policy sets out:

The consultation aims to ensure the policy is clear, accessible, and meets the needs of tenants. It will run for six weeks from 22 January; Fareham Housing tenants and residents of the Borough can take part by completing a short survey: https://online1.snapsurveys.com/2jeyw2

Paper copies are available during opening hours at the Fareham Borough Council Civic Offices.

Executive Member for Housing, Cllr Fred Birkett, said: “We are committed to tackling damp and mould quickly and effectively to keep our tenants safe and healthy. This policy sets out clear standards and responsibilities, and we want to hear from residents to make sure it works for everyone. Your feedback will help us deliver a fair and transparent approach. "
