Council launches consultation on renewing Dog Control Public Spaces Protection Order

The Council is inviting residents to share their views on proposals to renew the current Dog Control Public Spaces Protection Order (PSPO) for a further three years.

The PSPO plays an important role in promoting responsible dog ownership and helping to keep the Borough clean, safe, and enjoyable for everyone. The existing order gives authorised officers the power to issue fixed penalty notices to dog owners who:

As part of the renewal proposal, the Council is also seeking feedback on whether additional powers should be included, specifically, the ability for authorised officers to challenge dog walkers who are not carrying the means to pick up after their dogs. This requirement is already used by many local authorities as an effective deterrent against fouling and to encourage responsible behaviour.

We are keen to hear residents’ views on whether the current measures contained in the order should continue, and whether additional measures should be included. The consultation will be open until 2 March 2026, and residents, businesses, community groups, and other interested parties can take part by completing a short survey: https://online1.snapsurveys.com/z2qdyj.

Paper copies are available during opening hours at the Fareham Borough Council Civic Offices.

Executive Member for Health and Public Protection, Cllr Joanne Burton said:

“We want to ensure our public spaces remain pleasant places for residents, visitors, and dog owners alike. Renewing the PSPO would help us maintain high standards of cleanliness while ensuring dogs can continue to be enjoyed safely across the Borough.”
