Outline Planning Application
An outline planning application for Welborne Garden Village (P/17/0266/OA) was first submitted in 2017 by Buckland Development Ltd, with all matters reserved for future determination except the works to M27 J10, the three highway junctions and related works to the A32. Revisions to this outline planning application were submitted in 2019 and it was approved by Fareham Borough Council in October 2019.
Outline planning permission was granted in September 2021. A legal agreement under Section 106 of the Town and Country Planning Act 1990 was also completed at the same time.
Strategic Design Code and Street Design Manual
The Strategic Design Code for Welborne Garden Village 
(80 MB), and the Welborne Streets Manual (41 MB) were both approved in 2024. These set out the design principles that will dictate the design, look and feel of Welborne Garden Village.
Neighbourhood Design Codes
These provides detailed guidance on street, block, building and landscape design specific to the individual neighbourhoods in Welborne. They are informed by the Strategic Design Code and Welborne Streets Manual.
- Chesterfield and Village Centre Neighbourhood Design Code - approved in 2024 (reference P/17/0266/DP/O).
- Dashwood Neighbourhood Design Code - approved in 2024 (reference P/17/0266/DP/O).
- Science and Technology Park West Neighbourhood Design Code - approved in February 2026 (reference P/17/0266/DP/AN).
