Community Action Team Meeting (CAT)

What was talked about?

Cllr Hockley, the Chairman of the meeting, gave a brief introduction and introduced the speakers.

Local Police Issues: Acting Inspector Young and Acting PS Butler

A/Insp Young introduced herself as acting up from Sargent in the Neighbourhood Policing Team. Hampshire Constabulary now has a new Chief Constable and are currently going through several changes. The Titchfield/Stubbington beat has a small neighbourhood policing team with now two PC's (new PC started last week) and a PCSO vacancy. Two local issues of note have been identified by the team which are speeding and parking. Parking issues can only be addressed by the Police if the parking is dangerous. At the moment, Police are working with Cllr Pankhurst to lobby Hampshire County Council on parking issues. They are aware of issues with speeding cars and will patrol problem areas where young people congregate. The Police will continue to work with Fareham Borough Council on areas of concern. CCTV was recently installed in Warsash for similar issues. Speedwatch in the community is fully supported by the Police as it helps pinpoint areas of concern. If there is an area of concern, please inform the Police and let your local Councillor know because there may be scope for a mobile speed gun patrol.

Questions from the floor to Police

Q: I have lived here for 25 years and have been working on the Titchfield Speedwatch for 6 years, we have received zero support from the police, not one police patrol has stopped by, and we have been lobbying for over a year. We have received no effective response and are pleading for more police time on this issue.

A: Aware and fully understand issues as a local resident too. Neighbourhood policing is a struggle. Request for Speedwatch results to be emailed directly to A/Insp Young and will have a discussion at the end of the meeting to discuss issues further.

Q: Would like to give some positive feedback as I have received excellent police support recently, but please can we address the issues with e-scooters in the local area?

A E-scooters are legal in some places e.g., when hired in city and town centres. We are aware that the general purchases of e-scooters can cause problems, particularly the speeds they go at. Neighbourhood team will use their powers where necessary and will be focused on targeting the issue.

Update on the developments in the Borough:  Executive Leader of Fareham Borough Council, Cllr Seán Woodward

Cllr Woodward addressed the Speedwatch concerns. A successful Speedwatch operates in Sarisbury and suggested they join with the Sarisbury and Warsash Speedwatch. They receive very good support from the Police. Cllr Woodward gave a presentation on recent developments and Council initiatives across the Borough and outlined some of the exciting projects that are planned over the next few years. Questions from the floor

Q: Affordable Housing - are there any local future developments planned to help young people to get on the housing ladder and to help them stay in the area they have grown up in?

A There is not much we can do with existing housing. With regards to future developments, 40% is allocated for affordable housing such as intermediate rent, social housing and shared ownership housing. Further information about the Council's affordable home ownership register can be found here.

Q: With the constant building everywhere, the green belt will soon be gone. How long until we start saying no to developments?

A: Fareham is 38% built on. The now adopted Local Plan holds all the information about future development sites and the strategic gaps in Fareham. The Meon Strategic Gap will not be built on.

Q: What is happening with the Lee-on-the-Solent/Daedalus development?

A: Gosport Borough Council received a planning application in February this year as part of the Solent Enterprise Zone development, details can be found here.

Q: On land owned by the Council in the town centre, can we start building more homes? Possibility of building up instead of out?

A: The presentation given earlier explains what the Council is doing with regards to social housing and that we are now building additional Council houses. With regards to the Town Centre, we own the land where Fareham Shopping Centre is but not the actual precinct and the majority of the second level is now derelict. In the Local Plan, approximately 684 homes are identified for specified brownfield sites and/or regeneration opportunities in the Fareham Town Centre.

Cllr Hockley wanted to update the meeting about a new housing development in Fareham. The redevelopment of an old nursing home into nine units for temporary housing will mean that we can help keep young children/families out of B&B accommodation whilst they are waiting for more permanent accommodation.
