Introduction to Planning Strategy

We write policies that guide future development in Fareham. The planning documents that we prepare are concerned with provision of housing, jobs, sports and leisure, transport and community facilities, as well as the protection of the environment and considering the impact of climate change.
 


What are the Current Adopted Policies & Proposals for Fareham?

The Development Plan for Fareham Borough currently consists of the following adopted policy documents;

To help you, we have prepared a reference document PDF (320 KB) and interactive policies map. They consolidate the policies adopted in the 'Local Plan Part 1: Core Strategy (August 2011)' together with the 'saved' Local Plan Review 2000 policies. They do not reference the Hampshire Minerals and Waste Plan 2013. Please note that these documents are intended as reference tools and are not formal policy documents.
 


What is the Fareham Borough Local Plan?

The Local Plan is a collection of documents that set out Fareham's principal planning strategy, policies and proposals, and guides development decisions in the future. The Fareham Borough Local Plan is prepared in accordance with government legislation. When drafting a Local Plan document we consult with the local community and other groups on draft versions before submitting it for public examination. A government-appointed inspector considers the plan at examination. If the plan is acceptable we can then adopt it.

The Local Plan is made-up of three documents;

A Policies Map will evolve with the adoption of each of the above local plans. It will show the location of site-specific proposals and area based policies on an Ordnance Survey base.
 


What is a Supplementary Planning Document (SPD)?

Supplementary Planning Documents (SPDs) provide more detailed guidance to explain policies and proposals set out in the Local Plan. They may include a development brief for an allocated site setting out in more detail how a site should be developed. They may provide detailed guidance on how a particular policy should be implemented. The preparation of SPDs involves evidence gathering, an initial draft and public consultation. They may be subject to Sustainability Appraisal. SPDs are non-statutory documents which are not subject to independent examination and do not have Development Plan status. They are also 'material considerations' when making decisions about new development.

What are Evidence Studies?

In preparing the Local Plan, a range of 'evidence gathering' is undertaken to ensure a credible evidence base for planning policies and proposals. Generally this 'evidence' takes the form of research, surveys and technical studies on particular topics that are produced for the principal purpose of informing the Local Plan.

What is the Community Infrastructure Levy (CIL)?

What is the Statement of Community Involvement?

The Statement of Community Involvement explains how and when local people, interest groups and organisations can input into the planning process in Fareham.

Fareham Borough Council has reviewed the Statement of Community Involvement that was adopted in April 2006 and, following consultation, adopted a revised document on 24th January 2011. The Statement of Community Involvement has been revised to take account of the:

What is the Local Development Scheme?

The Local Development Scheme sets out timetables for the preparation of planning documents. As it is no longer a requirement to include timetables for Supplementary Planning Documents (SPDs), timetables for the preparation of SPDs and for the Community Infrastructure Levy Charging Schedule will be found on other pages.

What is a Monitoring Report?

Local planning authorities are required to prepare a Monitoring Report by the Localism Act 2011.

The purpose of Monitoring Reports is to:

The Council has historically produced an Annual Monitoring Report every December and will continue to produce them every year.

This is the ninth Monitoring Report prepared by Fareham Borough Council. The Monitoring Report 2014 PDF (1 MB) takes into account the period 1st April 2012 to 31st March 2013.

Please note that Part 6 Planning (Section 113: Local development: monitoring reports) of the Localism Act 2011 removed the requirement for local planning authorities to submit the Report to the Secretary of State. this page can be deleted
