Sustainability Appraisal and Strategic Environmental Assessment
As a local planning authority, we must carry out a Sustainability Appraisal (incorporating Strategic Environmental Assessment (SEA)) during the preparation of the Fareham Borough Local Plan Review, in order to appraise the economic, environmental and social considerations of the possible strategic, policy and site options that may be included within the Plan. This process helps the authority to evaluate which of those options may be more sustainable and therefore help ensure that the Local Plan contributes to achieving sustainable development.
Sustainability Appraisal Scoping Report 2016
The first stage (Stage A) of the Sustainability Appraisal (SA) process is scoping, which helps us develop and evaluate the options for the Draft Local Plan. The purpose of the scoping stage is to:
- Identify other policies, plans, programmes, and sustainability objectives of relevance to the Fareham Borough Local Plan Review;
- Collect baseline information about the environmental, social and economic conditions in the borough, and how these might change in the future;
- Identify sustainability issues and challenges which could affect or be addressed by the Local Plan Review;
- Develop the "Sustainability Appraisal Framework" which will form the basis for the sustainability assessment of the Local Plan Review; and
- Consult on the scope and method of the SA.

The Council invited comments on the SA Scoping Report from Monday 22nd February 2016 until Tuesday 29th March 2016.
