Pay for it

On the 4th May 2021, new regulations came into effect to help people in problem debt to better manage their finances. If you would like further information or would like to find out if you are eligible, please see our Breathing Space webpage.

Fareham Borough Council provides several options for payment of services administered by the Council. This page gives details about the various methods of payment that exist and the options that are available.

In the current situation it is recommended that you use the following self-service options:

The following payment channels may be subject to local restrictions so may not be operating as normal:

Direct Debit

Direct Debit is the most cost-effective and efficient way to make payment. All Banks and Building Societies that take part in the Direct Debit Scheme monitor and protect its efficiency and security. You are fully protected by the Direct Debit Guarantee. The following services allow you to make payment in instalments by Direct Debit:

Council Tax

All payments are due on the 1st day on the month unless payment is made by Direct Debit. Direct Debit payers have the choice of 4 payment dates (5th, 15th, 22nd or 30th of each month).  If you choose not to pay by Direct Debit, you will be sent a payment card.

Whatever payment method you choose, you have the option to pay over 12 or 10 months, half yearly or annually.

To pay your council tax by direct debit, you can:

  1. Call 01329 824651 and set up a direct debit instruction over the telephone (sometimes referred to as Paperless Direct Debit). You will be sent a letter confirming the details of your call within 3 working days (or not later than 10 working days before the first collection)
  2. Download the Direct Debit Instruction PDF (410 KB). Please print the form, complete it and return to us at the address shown on the form
  3. Email us at counciltax@fareham.gov.uk and we will send you a form to complete and return

National Non-Domestic Rates (Business Rates)

Council Housing and Garage Rent

To ensure your Housing rent and Garage rent is kept up to date and fits in with your finances, you can set up a Direct Debit for any day of the month and for any frequency.  We use a third party company AllPay to process our Direct Debits.   To pay your rent by Direct Debit, you can:

  1. Call 01329 824435 and set up a Direct Debit instruction over the phone.  You will be sent a letter confirming the details of your call within 3 working days (or not later than 10 working days before the first collection)
  2. Email us at housing@fareham.gov.uk  and we will send you a form to complete and return

How to pay online

You can pay online for a range of Council services 24 hours a day, 7 days a week using your credit or debit card. When you use this facility, which is run in partnership with Capita Business Services, your details are transmitted in a secure and confidential way. We accept debit cards (DC) - Maestro; Delta; Visa Electron and credit cards (CC) – Mastercard and Visa. Please select the service you wish to pay from the list below:

* Note: When entering a penalty charge notice number (PCN) in the reference field, you must make sure it is the whole number – the FH or FP followed by the remaining eight numbers (a zero within is not a letter, it is a number zero) with no gaps in between. How to pay by telephone (24/7 automated service)

The Telephone Payment Number is: 0345 6066 876.

In partnership with Capita Business Services you can pay for a selected number of Council Services 24 hours a day, 7 days a week using the automated telephone payment service. When using this facility, your details are processed in a secure and confidential way. With touch-tone keypad, follow the voice prompts and enter your payments and card details via your telephone keypad. Payments are processed automatically and you will not need to speak to a Council officer. You will be told that your payment has been authorised and you will be given an authorisation code as confirmation.

The services that you can pay for by the automated telephone service and the different card types that are accepted are:

How to pay by telephone (during office hours)

The Telephone Payment Number is: 01329 236100

At the moment we have a reduced number of staff available to answer your call.  We are working hard to ensure that you can still make your payment this way.

If you would prefer to talk to a member of staff at the Council in order to make payment, please telephone 01329 236100 and ask for the relevant section (for example Council Tax; Housing Rents; Sales Invoice) and state that you want to make a payment. The member of staff will use the online payment service on your behalf to process the payment. Online authorisation will take place so the member of staff can provide you with the transaction id and authorisation code as confirmation. In addition, if you provide an email address, you will be sent an email as payment confirmation.

How to pay in person

The cash office is open from 08:45 to 16:00, Monday to Friday. Please note the Covid-19 guidleines for visiting the Civic Offices.

How to pay by post

Postal payments should be sent to the Director of Finance and Resources, Civic Offices, Civic Way, Fareham, PO16 7AZ.

Payments can be made by cheque or postal order. Cheques should be made payable to Fareham Borough Council.  Please do not send cash. Please enclose a payment slip, and write the reference number on the back of your cheque or postal order.

A receipt will be issued if you send a stamped addressed envelope with your payment.

Telephone/Internet banking

You can use your own telephone banking or internet banking facilities to pay us. Please make sure that you quote the correct reference number. The Council's bank details are:

Allpay Payment Cards

Allpay payment cards enable you to pay certain Council bills over the counter at any PayPoint outlet or Post Office branch.  Cards can be requested for payment of the following services:
