To ensure that the new Draft Local Plan covered it's purpose, an Issues and Options consultation was launched in June 2019, it took place from 10 June to 26 July 2019. The consultation included a number of issues that the Council needs to consider when planning new housing as well as areas across the Borough that could be appropriate for future development to meet the increased housing targets. The issues and options were set out in details in a Special Edition of the Council magazine, Fareham Today (18 MB)which was delivered to homes and businesses in the borough.

Regulation 18 Draft Fareham Local Plan 2036 was published for consultation (Regulation 18) between 25 October and 8 December 2017. The Local Plan looked at housing, employment space, and places where retail and leisure facilities would be provided. Community Action Team (CAT) meetings took place throughout the borough. The Draft Local Plan which was produced in 2017 can be viewed here (14 MB).
In 2018, the Council set out a major change to it's draft local plan following the Government's changes to the National Planning Policy Framework (NPPF) which significantly increased the number of homes required in Fareham by 30%. It meant that the Draft Local Plan consulted on in 2017 didn't cover enough housing numbers and would need to be amended.
